My Astro failed the emissions test. In Washington state if you spend over $150 at an approved mechanic trying to fix your emissions problem you can get an emissions waiver good until your next test is needed. They charged me $99 for an inspection and $171 to clean the Mass Air Flow Sensor (I wish I knew how easy it would have been to do myself after watching Youtube videos of it.) They also replaced the 'check engine' light bulb which had burned out. Grand total was $270 just for those two things. I had it done.

Then when I picked up my Astro they basically said that my van is going to explode unless I spend an additional $1,000 to get a new catalytic converter. Since I had already paid $270 ($120 more than I needed to get my emissions waiver) I said I'd think about it and left. I then went home and bought an $89 catalytic converter from Amazon.com (Magnaflow 99009HM Universal Catalytic Converter) that is supposed to fit my 96 Astro. I am wondering how to get my old one off and get the new one on. Should I take it to a muffler shop and have them weld it on?
Or should I call one of the backyard mechanics on Craigslist and have them cut the old one off and use exhaust clamps to put the new one on? How much would both options cost?

If it is a 'direct fit' you should be careful to not cut the pipes, because you will need to mount the cat exactly as the old one was mounted so that all the hangers will still fit the rest of the system in regards to mounting hangers. (It will need to be exactly as it was for length before the operation.) If it is a 'universal fit' you can cobble it into your system with adapters. The same as above applies as to mounting hangers. (This is not the best of solutions, but it will work.) It sounds like you don't have the tools and equipment necessary for exhaust work, so if you are lucky, you might find a third party that will help you out. (Or, start gathering some tools and prepare to get your hands dirty.) Good luck and good hunting Bob.
Here's an update to what I ended up doing: At first I went to a different exhaust shop and was quoted a price of $1,000. Yes, $1,000 for a new catalytic converter. I said 'no' and went to Amazon.com and bought a new catalytic converter that fit my van for $89 including free shipping.
When it arrived I called an independent, locally owned exhaust shop and asked how much it would cost to remove the old one and put the new one on. He said it would be between $60 and $80.
It ended up being $76. I wonder if quotes at any mechanic's shop EVER end up being close to the lower end of the range. It seems like most peoples' quotes always are towards the upper end or even way over what they were quoted. I was satisfied even though it was more than I hoped. From the time they started to the time they finished was 30 minutes. Instead of paying the other exhaust shop $1,000 for a catalytic converter, I paid a total of $165 including installation because I went through Amazon.com and an independent locally owned exhaust shop.

I had previously failed emissions because I had a 0420 code and got a waiver. I don't need to get it tested for another year or so. The mechanic reset the check engine light.
Hopefully it doesn't come back on. I watched him install my new cat and when he was done I asked to look at my old one. I shook it and there were big chunks rattling around in there.
From what I could see, some were about 4 or 5 inches wide. It feels like my van has more power now with a new cat and without those chunks plugging up the exhaust.
